Building a settlement is the biggest new addition to Fallout 4, and sadly, the game doesn’t really hold your hand when it comes to building your very own town. Sure, it’s great that the game gives players so much freedom, but it doesn’t necessarily do the best job of explaining everything.
Do you have to build in Fallout 4?
The game doesn’t need settlement building as a feature, but then, we can say that about a lot of things in the game as it mostly comes down to personal taste. Second answer is yes. You can easily play the game without settlement building anywhere, even in Sanctuary.
How do I make my Settlement 100% happy in Fallout 4?
To increase happiness, everyone in your settlement needs food, water, a bed, a job, and defense to ward off raiders. Plant plenty of food. Grab plants you find in the wasteland and plant them together in your settlement. Build a water purifier and hook it up to a general as soon as you can.
How many settlers can you have in sanctuary?

Why can’t I build in Fallout 4?
As for why you can’t build beds, the only thing I can think of is that you built too big of a settlement with too few settlers. You can only build so many items in a settlement relative to how many settlers you have. Store a few non-essential items for now, then try to build beds.
